Spain will invest €12.888 billion to transform its airports

4 March, 2026

Aena has approved a new investment plan of 12.888 billion euros for the period 2027-2031, with the aim of modernising and expanding Spanish airports. The strategy seeks to adapt infrastructure to the expected growth in international traffic and to redefine the passenger experience in the coming decades.

The third Airport Regulation Document (DORA III), presented to the CNMV, multiplies investment from the previous plan by almost four. Of the nearly 13 billion euros, around 10 billion will come from regulated activity and the rest from commercial business.

The airport operator expects Spanish airports to reach 347 million passengers per year by 2031, with almost 1.7 billion accumulated over the five-year period. The increase responds to sustained traffic growth and the need to avoid congestion at infrastructures already operating close to capacity.

According to Aena, the new investment cycle will make it possible to expand and modernise terminals, strengthen operations and adapt airports to future demands. For international travellers, these measures foreshadow an airport network prepared to absorb a greater volume of passengers and sustain Spain’s connectivity as one of Europe’s leading tourist destinations.
